Thus, there is a need for basic facts and measures for making comparisons of prices and for use when planning farm enterprises. Price relatives and indexes have been found invaluable in the comparisons of price changes and relative differences in prices of the several types of farm commodities. The purpose of this bulletin is to present all available basic data and price measures for the principal farm products sold by Alabama farmers from August 1909-August 1942. The price measures have been constructed on bases comparable with those published in recent years by the Bureau of Agricultural Economics and by several states. Therefore, the price measures here presented may be used when making comparisons between Alabama and other states, and Alabama and the United States. Commodities in surplus-producing areas usually sell at prices less than terminal market quotations, whereas the same commodities in deficiency-producing areas usually sell at prices in excess of terminal market prices -- such differences approximating transportation and distribution costs. It should be noted, however, that prices used in this study are state averages and that there may be considerable variations from county to county or between producing areas. 2 Further uses of these measures may be made for approximating parity prices for Alabama by multiplying the base prices of Alabama farm commodities by the United States index of prices paid by farmers.8 The approximations of parity prices are useful in making comparisons but should not be used as absolute ratios. METHOD OF CONSTRUCTING PRICE RELATIVES AND INDEXES Base price periods, base weight periods, and methods of constructing relatives and indexes have been determined by preceCredit for suggestions is due to: J. 'Indexes of prices paid by Alabama farmers may be constructed but any added preision that might be obtained by more representative prices would be offset by less reliable igures on quantities sold and hence would probably be of no more service than the United tates index of prices paid by farmers. 1 Grateful TABLE 1.-Basic and Current Price, Quantity and Income Data used In Constructing Relatives, and Group and All-Commodity Indexes of Prices Received by Alabama Farmers. Base price established by dividing February 1915 price by miscellaneous group index (excluding cowpeas and soybeans) for that month and multiplying by 100. dent.' All major commodities produced for sale in Alabama were included in the indexes and have been divided into seven major groups: cotton and cottonseed, meat animals, chickens and eggs, dairy products, grains, fruits, and miscellaneous. They include practically all farm commodities except truck crops, nuts, small fruits, tobacco, rye, barley, small seed crops, turkeys, honey, and forest, nursery, and greenhouse products. These were not included because satisfactory basic data were not available. Base Prices.-Simple averages of monthly prices for the 60month period, August 1909-July 1914 were used as base prices. It was necessary to use June-September prices for peaches and August-December prices for pears because of seasonal production. Prices of soybeans were reported only after September 1913 and prices for cowpeas only after January 1915. Prices of these products were incorporated into the indexes at the level of the index number of the miscellaneous group exclusive of these products. The base prices for soybeans and cowpeas were derived for the prewar level by dividing the current prices (soybeans, October 1913, and cowpeas, February 1915) by the respective current miscellaneous indexes and multiplying by 100. Weights.-The average annual quantity of each product sold (1924-1929) was used for weighting to obtain group indexes (Table 1). The average annual cash income from each group of commodities (1924-1929) was used for weighting to obtain the all-commodity indexes (Table 2). Price Series.-Prices of 26 commodities for which sufficiently complete data were available were included in the indexes. The products excluded would not materially affect the indexes for all commodities since their total value was relatively negligible. Prices of soybeans, cowpeas, pears, and peaches were incomplete in the early years of the period and a slight departure from the usual procedure was necessary for these products (see base prices). Price Relatives.-Price relatives were constructed by dividing current monthly prices of individual products by the average price for the 60-month base period and multiplying the quotient by 100. The method of computing and recording these price relatives is illustrated in Table 1. Group Indexes.-The quantity weight for each commodity was multiplied by the base price of that commodity in the group to obtain the base commodity value. These commodity values were totaled to obtain the base value for each group. Current values were obtained by multiplying these same quantity weights by current prices to obtain the current commodity values and totaling these to obtain the current value for each group. Each group index was then obtained by dividing cur1McCandliss, D. A., "Index Numbers, Methods of Construction", (Mimeographed) C.E.M. 511, Technical, Bureau of Agricultural Economics, Washington, D. C., April 24, 1937. 5 rent value by the base value and multiplying the quotient by 100. The method of computing and recording these group in- dexes is also illustrated in Table 1. When prices were missing because of seasonal marketing or otherwise, the group indexes were determined on the basis of prices reported. All-Commodity Indexes. - Group indexes were multiplied by their respective income weights. The extensions were totaled and the sum divided by 100. This is illustrated in Table 2.1 It should be noted that the cotton and cottonseed group comprises 77.8 percent of the total income weights and therefore tends to control the all-commodity indexes. The data are presented in the following order: 1.-Average monthly prices and price relatives which show changes in prices of individual commodities (Tables 3-52) ; 2.-Group indexes which show changes in prices of groups of similar products (Tables 53-59); 3.-All-commodity indexes which show changes in prices of all commodities included in this bulletin (Table 60); 4.-Annual summary comparisons, by commodity groups, all commodities, and United States prices received and paid by farmers (Table 61 and Figures 1-3); 5.-Seasonal variations of prices, average 1932-1941 (Tables 62-63 and Figure 4). A short-cut to the above procedure is possible by use of data in Table 1 when using calculating machines. Group indexes (column 6) are multiplied by their respective income weights (column 7). The values are accumulated and the results divided by 100. 1 TABLE 3.-COTTON: Month, 1909-1942 (cents per pound)' on the 15th of the Prices Received by Alabama Farmers Jan. Feb. Mar. Apr. Cotton and cottonseed prices have generally made the most extreme changes. The annual indexes for the years 19101914 average less than 100. This is due to the fact that the base period included prices from August 1909 to December 1909 when the group index averaged about 105 and excluded prices from August 1914 to December 1914 when the group index averaged about 62. In recent years meat animal prices have fluctuated more widely than those of other groups. Annual prices of dairy products and chickens and eggs have followed the general trend of all-commodity prices but have shown greater stability than prices of other groups of commodities. INDEX YEAR FIGURE 2.-Annual Index Numbers of Prices Received by Alabama Farmers and United States Indexes of Prices Received and Paid by Farmers 1910-1941 (August 1909-July 1914 = 100). Prices received by Alabama farmers have tended to follow the general trend of United States farm prices. Alabama prices have shown less stability than United States prices because they have been preponderantly weighted by one commodity (cotton), the price of which has fluctuated greatly during this period. United States prices paid by farmers have followed a course similar to prices received, but sharp declines have not been so much in evidence. From 1925 to 1941, prices paid by farmers were consistently above prices received. The apparent inconsistency of the Alabama all-commodity index (being below 100, 1910-1914) is explained under Figure 1. INDEX 1910 '12 '14 '16 '18 '20 '22 '24 '26 YEAR '28 '30 '32 '34 '36 '38 '40 '42 FIGURE 3.-Annual Ratios of Indexes of Prices Received by Farmers, 1910-1941. (Alabama Farmers) to United States Indexes of Prices Paid By use of the ratio of prices received to prices paid, the relative position of Alabama farmers may be roughly approximated. When the index was equal to or above 100, the income position of farmers was favorable, while the reverse was true when the index was below 100. -'z 00 TABLE 62.-Ten-year average monthly prices received by Alabama farmers, 1932-1941 (dollars per unit) Crop Cotton' Cottonseed Hogs Beef cattle Veal calves Sheep Lambs Chickens' Eggs' Milk (wholesale) Milk (retail)' Butter Butterfat Corn Wheat Oats Apples 2 Peaches Unit Lb.
